Richard A. Paschal
Of Counsel
Richard Paschal is an experienced civil litigator. His practice focuses on employment law, state and federal personnel laws, complex commercial litigation, constitutional law, civil rights litigation, and appellate litigation.
Prior to joining Bailey & Dixon, Richard was Special Deputy Attorney General in the North Carolina Department of Justice. He has represented clients in all the federal district courts in North Carolina, in the North Carolina trial courts, as well as in the federal and state appellate courts.
Richard graduated from the University of Virginia School of Law, where he served as Articles Editor of the Virginia Law Review. After law school, Richard clerked for the Honorable James L. Dennis of the United States Court of Appeals for the Fifth Circuit. Richard also has a Ph.D. in constitutional theory and constitutional law from the Johns Hopkins University.
Richard is the author of Jim Crow in North Carolina: The Legislative Program from 1865 to 1920 (Carolina Academic Press, 2021 ), a legal history of de jure and de facto discrimination in North Carolina. The book was labeled a “must read” in the Journal of Southern History. Richard has also published articles in the North Carolina Lawyer Magazine and numerous law reviews. Richard previously taught at Campbell Law School, the George Mason University School of Law, and Georgetown University, and he has taught numerous continuing legal education classes.
Richard is admitted to practice before all North Carolina state courts, in the District of Columbia, the federal district courts in the Eastern, Middle, and Western Districts of North Carolina and in the District of Columbia, the U.S. Courts of Appeals for the Fourth, Fifth, and D.C. Circuits, and the U.S. Supreme Court.
